I’m curious if anyone had seen this sign before at McKay and Veterans?

I’m curious if anyone had seen this sign before at McKay and Veterans? I know I only recall seeing a “Road Closed Local Traffic Only” sign. Why was this road not barricaded? If not the entire road, at least the actual excavation site! So devastating!
