Good Morning! Can anyone point me in the right direction for making a complaint

Good Morning! Can anyone point me in the right direction for making a complaint against a neighbour who is letting their dog go #2 on our shared front lawn, and in between the houses (rocks), and NEVER picking up after them? I have a toddler, who does not understand to watch out for this. I have also found cigarette butts that have been flicked between the houses, and now as of this morning, a whole indoor tree just thrown in between the houses. This is a huge deal as I am the basement tenant of the neighbouring house and we enter our "front" door from in between the houses. Thanks! One frustrated mom! Source
